
Profile of Dr. Moses M.C. Cheng
Dr. Moses M.C. Cheng is the senior partner of P.C. Woo & Co. He is an outstanding lawyer and community leader in Hong Kong.
Over the past 30 years, Dr. Cheng has been an indefatigable supporter of the community, and very involved in the development of education and youth. He is currently Chairman of the Education Commission, the Committee on Free-Kindergarten Education, the Process Review Panel for the Securities and Futures Committee, and the Advisory Committee on Post-Office Employment for Former Chief Executives and Politically Appointed Officials; a member of the National Committee of the Chinese People’s Political Consultative Conference; etc.
Of particular relevance to UIC is Dr. Cheng’s contribution to the higher educational sector. From 1997 to 2006, he served as Chairman of the Council and Court of Hong Kong Baptist University, and it was due to his helmsmanship that the UIC endeavour was made a reality.

Dr. Moses M.C. Cheng is a prominent lawyer and community leader. A law graduate of the University of Hong Kong, Dr. Cheng began his legal career as an articled clerk at P.C. Woo & Co. some forty years ago. In 1975, he was admitted as a solicitor of the High Court of Hong Kong, specialising in personal injuries and disciplinary hearings. Thereafter, he further developed expertise on intellectual property, trademarks and industry designs, corporate law, governance, finance, and restructuring. In 1994, he became the senior partner of P.C. Woo & Co., providing leadership in business development of the firm as it expanded legal services in both Hong Kong and Mainland China. Dr. Cheng is also a solicitor of England and Wales, the State of Victoria in Australia, and Singapore, as well as a Notary Public and a China appointed attesting officer. He was conferred an Honorary Doctor of Laws degree by the Hong Kong Baptist University in 2007 and by the Hong Kong Lingnan University in 2008.
Over the past 30 years, Dr. Cheng has been unsparing in his efforts to serve the community. Just to name a few, he is currently Chairman of the Process Review Panel for the Securities and Futures Committee, the Advisory Committee on Post-Office Employment for Former Chief Executives and Politically Appointed Officials, the Advisory Committee on Post-Service Employment of Civil Servants, the Advisory Committee of the Ma Wan Park Development, and a Member of the Aviation Development Advisory Committee. Notably, he was an appointed member of the Hong Kong Legislative Council from 1991 to 1995 and as a result of his pro bono services to many non-profit organisations, his firm received the first Pro Bono Law Firm award from the LSHK in 2011. A pioneer in promoting corporate governance in Hong Kong, Dr. Cheng was the founding Chairman of Hong Kong Institute of Directors.
Dr. Cheng is also very involved in education and youth development. He was a member of the Executive Committee of the Federation of Hong Kong Youth Group and the Hong Kong Juvenile Care Centre for many years, founder of the Child Development Matching Fund and the Quality Mentorship Network, Chairman of the Committee for the Promotion of Civic Education for seven years until 2003, and is currently the Chairman of the Education Commission and the Committee on Free-Kindergarten Education. Because of his tremendous contributions in a wide spectrum of community services, Dr. Cheng was made Justice of Peace in 1996 and awarded the Order of the British Empire in 1997 and Gold Bauhinia Star in 2003. He was also appointed as a member of the National Committee of the Chinese People's Political Consultative Conference (12th Session), the Beijing Committee of the Chinese Peoples' Political Conference (from 10th to 12th Sessions) and the China Overseas Friendship Association.
Mr. Chairman, in recognition of Dr. Moses M.C. Cheng's outstanding achievements in and distinguished contribution to a wide spectrum of public and professional services in Hong Kong and in Mainland China, and in appreciation of his support to this College, it is my privilege to present him to you for the award of an Honorary Fellowship.
