Profile of Mr. Tim LUI Tim-Leung

Mr Tim LUI Tim-Leung, is a certified public accountant and is Senior Tax Partner of the PricewaterhouseCoopers. He is Chairman of the Employees’ Compensation Insurance Levies Management Board and Member of some other government advisory bodies.

Mr. Tim LUI Tim-Leung, BBS, JP, is a prominent Certified Public Accountant (CPA), an outstanding tax expert, and a respectable community leader. Currently, Mr. Lui is the Senior Advisor of PricewaterhouseCoopers Hong Kong and the Deputy to the 12th National People’s Congress of the People’s Republic of China.

Outstanding Achievements in the Accountancy Profession

Mr. Lui was qualified as a Chartered Accountant and started his CPA career in London in Coopers & Lybrand (now known as PwC). He earned a Master’s degree in Business Administration from City University London. He is a member of the Hong Kong Institute of Certified Public Accountants, CPA Australia, and the Institute of Chartered Accountants in England and Wales.

Mr. Lui returned to Hong Kong in 1984 and later became a Partner of PricewaterhouseCoopers Hong Kong in 1989. Mr. Lui’s outstanding professional and leadership ability won him recognition by his firm. He was promoted to the Partner in charge of the Tax Division, as well as the Leading Director of the firm’s Board of Partners and the Global Board of PricewaterhouseCoopers International. Moreover, Mr. Lui had served actively as council member of the Hong Kong Institute of Certified Public Accountants during the period from 1991 to 1997 and was elected President of the Institute in 1996-1997. He has demonstrated his excellent leadership during his presidency and he has been well received by the general membership of the accountancy profession. Meanwhile, Mr. Lui is also an outstanding tax expert. He had served on the Joint Liaison Committee on Taxation (1993 to 2006), the Inland Revenue Department Users’ Committee (1993 to 2008), and the Advisory Committee on New Broad-based Taxes (2000 to 2002). He was also the Past Vice President of the Asian Oceania Tax Consultants’ Association. He has been named as a Leading Tax Advisor in Hong Kong by the authoritative journal of International Tax Review.

Contributions in Education and Public Services

Along with his fabulous accomplishments in the accounting profession, Mr. Lui takes the community work of Hong Kong close to his heart and has served in diverse areas. His contributions to public services and committee work in Hong Kong are prodigious. First and foremost, with strong passion for education, Mr. Lui has made unsparing efforts in the development of higher education in Hong Kong. Currently he is the Chairman of the Education Commission, the Committee on Self-financing Post-Secondary Education, and the Self-financing Post-secondary Education Fund Steering Committee, and an ex-officio member of the University Grants Committee (UGC). Prior to that, Mr. Lui was a member of UGC (2008 to 2013), the Committee on Professional Development of Teachers and Principals (2013 to 2015), and the Committee on Free Kindergarten Education (2013 to 2015), as well as the chairman of the Appeal Boards Panel (Education) (2008 to 2011). He has served as member and chairman of many universities’ advisory boards and councils in Hong Kong. Last but not least, he is the chairman of our Division of Business and Management’s Advisory Committee since its inception in the year 2012 to the present. He has given the Division invaluable advice and guidance in the past four years.

Mr. Lui has contributed to numerous other public services as well. Just to name a few. He chaired the Joint Committee on Student Finance (1999 to 2005) and the Employees’ Compensation Insurance Levies Management Board (2001 – 2007); and served as member of the Consumer Council (1995 to 1999), the Standing Committee on Directorate Salaries and Conditions of Service (2002 to 2009) and subsequently as its Chairman (2009 to 2015).

Because of his tremendous contributions in the public and community services, Mr. Lui was made a Justice of the Peace (JP) in 1999 and was awarded the Bronze Bauhinia Star (BBS) in 2008 by the Government of Hong Kong Special Administrative Region. He was also conferred Honorary Fellowship in 2009 by the Hong Kong University of Science and Technology. Mr. Lui is a respectable community leader in Hong Kong. He was elected as the Hong Kong Deputy to the 11th and 12th National People’s Congress of the PRC.

Mr. Chairman, in recognition of Mr. Tim LUI Tim-Leung’s outstanding professional achievements and distinguished contributions to the public and community services in Hong Kong and Mainland China, and in appreciation of his staunch support to this College, it is my privilege to present him to you for the award of an Honorary Fellowship.
